Both my sister and I have had dark circles around our eyes most of our adult life. I've been told they are essentially hereditary. However, I've also learned since that milk or milk product allergies can be a cause.
Ours are also less noticeable in the summer but that is due to the fact that the sun has given us color and therefore conceals the dark circles.
You might get tested for allergies or go to a naturopath and see what they suggest. I've more or less accepted life looking like a raccoon.

Black circles under eyes could be 'allergy eyes" it is common to have dark circles under eyes when you are allergic to something. Seasonal allergies are very common.

The most common cause is obvious: lack of rest. Stimulant use (coffee, sodas) promote lack of rest. Being unable to eat regular meals is lack of rest. Being unable to enjoy mild exercise daily is lack of rest. Going to bed late is lack of rest. Having to get up to go to the bathroom during the night is lack of rest.
So get some rest!
